Flat or angled
A rail without MOA in the title is flat (0 MOA), the usual choice for hunting and normal distances. The 25 MOA version is angled forward. The angle gives the scope more elevation, so you can zero at long distance without running out of adjustment.
Installation
You need no gunsmith. Clean the receiver and the screws, put a drop of threadlocker on each screw and tighten them evenly to the torque given by the maker. Then mount the rings and the scope.
